Which countries and what time of year, I travel to the low-cost countries and follow the sun, so what?
the priorities water is warm (not unbearably hot), time of year and the dollar still has some UMPH (ie, I would stop in Europe, but the type euro / dollar was canceled that option). So what route you suggest for a year of warm and cheap?
If you want a cheap holiday, but go to Vietnam, Saigon is hot enough, but as you travel north it cools. You can stay in the South China Sea beaches along the road. Water is blue and warm, white sand, plenty of fresh seafood and everything is cheap.
