What is appropriate attire for the current climate in Tokyo from mid August to mid September?

I am visiting several parts of Japan in just a few days. I've done the research on climate and many sources have said they will be hot and rainy. I would like motif on this please. Maybe a response from a local or familiar with the area? How hot does it feel? Since it is likely that the "rain" (sprayed or shower? I'm not sure …), will be really in the 90s? Or cold? Is it the humidity is as uncomfortable or Hawaii? What I have to wear layers? What is too thick? I'm thinking of bringing a couple of coats and short jackets to protect shoulders from the rain. I am also thinking of bringing an umbrella. So any detailed discussion of these issues would be great. I do not want to pack anything useless! Thanks!
