When is the best time to plant flowers in Chicago?

I just bought a pack of little blue, yellow Zinnia, and this mix of funky barlow Columbine, do I have to start by planting them inside and then move out? or should I wait for outodoors the best time to plant? HELP! (:

You not really have to start any of those things inside. You could start the zinnias if I wanted but I would not. They are so fast and robust seed is more easy to grow just anywhere. The same with the glory of the morning. Ensure Morning Glory seeds soaked in water overnight before planting. Chicago average last frost in late April. I think many people say May 1, so you can plant them outside in a couple of weeks. Be sure to keep the soil slightly evenly moist until the seeds have germinated and are growing well. You could plant the seeds of columbine right now. Note that it is unlikely see them bloom this year. They are worth the wait, however, I love the series Barlow. Good luck and have fun. The zinnias and morning glories will look beautiful together!
